Note [1]: This sentence was added by Mao Zedong while he was reviewing the CPC Central Committee’s draft directive concerning the handling of scientists and scholars in the Three-Anti Campaign. The draft stated: “In dealing with such useful specialized scientists and scholars during the Three-Anti Campaign, ideological reeducation should be the primary approach. Those who engaged in embezzlement prior to the founding of the People’s Republic should all be addressed as ideological problems. As for those who committed embezzlement after the founding of the country, any measures taken against them must first be approved by the municipal party committee, so as to avoid one-sidedness.” After the phrase “must first be approved by the municipal party committee,” Mao Zedong inserted this sentence in parentheses.
