To Liu, Zhu, Chen, Zhou, and Peng Zhen [1]: Please review this document. It is very good and should be dispatched without delay. If any of you have any comments, please indicate them clearly and return it to Enlai for revision.  II. To all Central Bureaus, with further transmission to sub-bureaus and party committees at the provincial, municipal, and district levels; and to the party committees of the major military regions and the Chinese People’s Volunteers, with further transmission to party committees at all levels of military regions, corps, and divisions: We hereby forward one copy of the “Several Provisions of the CPC Central Committee on Dealing with Corruption and Wastefulness” to you. In local areas, it may be distributed down to the county-level party committees; in the armed forces, it may be distributed down to the divisional party committees. Chen refers to Chen Yun, who at that time served as a Secretary of the CPC Central Committee Secretariat, Vice Premier of the Government Administration Council, and Director of the State Planning Commission. Zhou refers to Zhou Enlai. Peng Zhen was then an Alternate Secretary of the CPC Central Committee Secretariat and Deputy Director of the CPC Central People’s Government Committee for Savings Inspection.
