It is proposed that, after Comrade Chen Yun [3] returns, a telegram of thanks in my name be sent to Comrade Stalin, acknowledging the achievements of the Soviet Metallurgical Design Institute in the design work for the restoration and reconstruction of Anshan Iron and Steel Works. As for Comrade Khrebnikov, the director of the Design Institute, it is planned that the Government Administration Council will present him with a letter of appreciation; should he return to the Soviet Union shortly, this letter will be forwarded to him separately at a later date.
