Central Instructions on Investigating and Rectifying Illegal and Disciplinary Violations in Public Security and Judicial Organs During the Three-Anti Campaign (March 4, 1952)  To all Central Bureaus, with copy forwarded to Branch Bureaus, Party Committees of Provinces, Municipalities, and Autonomous Regions, and Prefectural Party Committees:   (1) We hereby transmit Comrade Luo Ruiqing’s [1] report on the illegal and disciplinary violations within the Changsha Municipal Public Security Bureau to you and to all subordinate public security and judicial organs. You are urged to pay close attention to conducting a comprehensive inspection and thoroughly resolving such violations within your respective public security and judicial bodies during this Three-Anti Campaign. Do not hesitate to remove from office those guilty of illegal conduct, disciplinary breaches, or corruption and moral degeneration; in serious cases, they should be sentenced to imprisonment. Those whose offenses are most grave and have aroused strong public indignation should be executed by firing squad.   (2) Wang Pimin [2] shall be executed by firing squad; his crimes shall be publicly announced, and he shall compensate the victims for their losses.   (3) The CPC Committee and People’s Government of Changsha City, together with the Hunan Provincial Department of Public Security, bear responsibility for the extremely serious illegal and disciplinary violations committed by the Changsha Municipal Public Security Bureau. The CPC Provincial Committee and Provincial People’s Government of Hunan are to conduct a thorough investigation into the matter, clearly delineate the degree of each party’s responsibility, impose appropriate disciplinary measures, and report the findings to the Central South Bureau and the Central Authorities. At the same time, all Party and government organs throughout the province are to be notified so that this case may serve as a cautionary example.   (4) Similarly, if public security and judicial organs at other localities are found to have engaged in violations of comparable gravity to those of the Changsha Public Security Bureau, the local Party committees and governments, as well as the higher-level public security and judicial authorities, should also be subject to appropriate disciplinary action, as a deterrent against condoning unlawful behavior and adopting a bureaucratic attitude toward work. Notes:  [1] Luo Ruiqing was then Minister of the Ministry of Public Security of the Central People’s Government and a member of the Economy Inspection Commission. He had been dispatched by the Central Committee to assist with the Three-Anti and Five-Anti campaigns in the Central-South Region.  [2] Wang Pimin was formerly Director of the Changsha Municipal Public Security Bureau. In April 1952, he was executed as the principal person responsible for the serious illegal and disciplinary violations within the bureau. This case is currently under review.
