Directive of the Central Committee on Procedures for Public Trials of Major Corrupt Officials in the Military System (March 2, 1952) To the Central Bureaus and the Major Military Regions: Public trials of major corrupt officials in the military system should not be held separately. Instead, they are to be conducted uniformly under the auspices of the Central Bureaus and the major administrative regional governments. One such public trial will suffice. The list of defendants must first be submitted to Premier Zhou for approval. The procedure outlined in the South-Central Bureau’s telegram of March 1 may be followed by the other major regions. In a telegram dated March 1, 1952, sent by the CPC Central Committee’s South-Central Bureau to the Central Committee and to Zhou Enlai, it was stated that a joint public trial involving representatives from the South-Central Bureau, Hubei Province, Wuhan City, and the South-Central Military Region was planned to be convened before March 10. The trial was intended to pass judgment—ranging from capital punishment and suspended death sentences to imprisonment, suspended imprisonment, and release—on seven to nine major corrupt officials, thereby giving fresh impetus to the ongoing intensive “tiger-hunting” campaign.
