Reply Telegram to Bo Yibo’s Report〔1〕 on the Situation and Deployment of the Three-Anti and Five-Anti Campaigns in Shanghai (February 29, 1952) Comrade Bo Yibo: Your telegram of February 27 has been received. The policy you and your colleagues in the East China Bureau and the Shanghai Municipal Party Committee have jointly decided—namely, to suspend the Five-Anti Campaign in Shanghai and resume it on March 20—as well as the various measures taken, are entirely correct. This arrangement is conducive both to the ongoing Three-Anti Campaign and to the Five-Anti Campaign after March 20, and it also benefits the country’s economic situation overall.
