Central Committee’s Endorsement of the Southwest Military Region Party Committee’s Policy and Deployment Regarding the Three-Anti and Anti-Tiger Campaigns (February 28, 1952)  To the Party Committees of the Southwest Military Region, the Major Military Regions, and the Volunteer Army:  The policy and deployment concerning the Three-Anti and Anti-Tiger campaigns, issued by the Southwest Military Region Party Committee on February 26 [1], are correct. They are hereby transmitted to all major military regions for implementation by analogy. The Volunteer Army may adopt them as appropriate to its own circumstances. Notes [ ] In the report of the CPC Southwest Military Region Committee dated February 26, 1952, on the policy and deployment for the Three-Anti and Anti-Tiger campaigns, it is stated that the peak of the tiger-hunting drive will inevitably subside by late February or early March. However, a small number of tigers—particularly those in dead-end cases and in key units—have yet to be fully exposed. Therefore, it is imperative to adhere to the principle of catching every single tiger and bringing them all to justice, striving to basically complete the tiger-hunting task by March 10 and to finish the handling and educational work by March 25.  Troops in each military region should thoroughly investigate the situation within their respective organizations and accurately determine the appropriate time to enter the handling phase. Specialized teams should be organized to take full responsibility for certain key units and target individuals, without being constrained by time limits. The requirements for the handling phase are as follows:

(1) In accordance with relevant directives from the Central Committee, promptly deal with cases involving sums under ten million yuan among ordinary and minor embezzlers, while continuing to identify larger-scale embezzlers. At the same time, set up special teams to carry out verification, recovery of stolen funds, and documentation of dossiers pertaining to major embezzlers, so that once the Central Committee promulgates regulations on punishing corruption, sentences can be handed down immediately.  (2) The handling process itself is also an educational one, with the central focus of education being criticism of bourgeois ideology.  (3) Broadly initiate, from the bottom up, the formulation of individual and unit-level 1952 economy plans, together with necessary and feasible systems of military, political, and economic democracy.  (4) At the appropriate time, allocate some forces to oversee urgent tasks in certain major functional departments, especially reorganization work.
