Telegraphic Reply Concerning the Production of a Documentary on the Three-Anti Campaign to Comrade Gao Gang (February 27, 1952) Comrade Gao Gang: Your telegram of February 26 has been received. Your views are very sound. Regarding Comrade Kefeng’s suggestion in his telegram to include footage of the military, this is indeed correct and has been adopted. Comrade Zhou Enlai has already revised the outline (adding scenes featuring the military and democratic figures), and I have reviewed and approved its dispatch. However, other parts of Kefeng’s telegram are incorrect, and I have instructed Comrades Chen Yun and Chen Boda to explain this to you and to Kefeng personally. It is commendable that Kefeng chose to send me a telegram expressing his opinions—whether those opinions are valid or not—and he may continue to do so in the future. Failing to communicate one’s views via telegram would be undesirable. Please convey these remarks to Comrade Kefeng. A meeting of the Central Committee may be convened in mid- or late-March, at which time you can come to Beijing; for now, there is no need to travel here. Issued by Mao Zedong on February 27, based on his handwritten draft. Notes [1] Gao Gang, then Secretary of the Northeast Bureau of the CPC Central Committee. [2] Refers to Gao Gang’s telegram dated February 26, 1952, concerning the circumstances surrounding Comrade Kefeng’s communication to Mao Zedong regarding his comments on the draft outline for the documentary on the Three-Anti Campaign. The telegram recounts Kefeng’s objections to including shots of certain leaders in the documentary and his request to bring these concerns to Mao Zedong’s attention, noting that it is proper for him to raise such matters with the Chairman. [3] Kefeng, whose real name was He Kequan, was then a member of the Northeast Bureau of the CPC Central Committee and Secretary of the Shenyang Municipal Party Committee. [4] Refers to the draft outline prepared by the CPC Central Propaganda Department on February 19, 1952, for the production of a large-scale documentary on the Three-Anti Movement. [5] Chen Yun, then Secretary of the Secretariat of the CPC Central Committee. Chen Boda, then Deputy Minister of the CPC Central Propaganda Department, had been assigned by the Central Committee to the Northeast region to investigate the progress of the Five-Anti Campaign.
