Central Instructions on Not Conducting the Three-Anti and Five-Anti Campaigns at the County, District, and Township Levels for the Time Being (February 24, 1952) To all Central Bureaus, with copy to Sub-bureaus, provincial, municipal, and regional Party committees, and prefectural Party committees:

(1) With regard to the Three-Anti Campaign at the county, district, and township levels, except in those instances where provincial and prefectural Party committees may carry it out individually for the purpose of conducting pilot experiments, it is hereby ordered that such campaigns be postponed until after the spring plowing has been completed, so as to avoid causing confusion. This point was previously communicated.

(2) At present, the Five-Anti Campaign among certain law-breaking capitalists at the county, district, and township levels shall not be initiated under any circumstances. Any campaigns already under way must be immediately halted. The central authorities will issue separate instructions at a later date concerning when and how this campaign is to be conducted, based on the prevailing situation.

(3) As for medium-sized cities such as Sipingjie, Yingkou, Shijiazhuang, Xinxiang, Suzhou, Ningbo, Yichang, Hengzhou, Jiangmen, Wuzhou, Baoji, Hanzhong, Ziliujing, and Zunyi, the question of when and how to conduct the Five-Anti Campaign among law-breaking capitalists in these localities must be strictly reviewed and controlled by the respective Central Bureaus, Sub-bureaus, and provincial/regional Party committees, in accordance with the central authorities’ instruction of February 15 [1], and approved on a case-by-case basis, in order to prevent disorder.
