[2] In his report of February 19, 1952, addressed to Mao Zedong and the Central Committee, Luo Ruiqing set forth the following approach to counterrevolutionary elements exposed during the Three-Anti Campaign: In order to concentrate on cracking down on economic tigers, the general policy should be to deal first with economic offenses and then with political ones. As for counterrevolutionaries who were sabotaging the Three-Anti Campaign, however, resolute measures must be taken without fail to remove obstacles to the campaign against the tigers.
