[2] Refers to the report submitted by Deng Xiaoping and He Long on February 13, 1952, concerning the results of the anti-tiger campaign in the Southwest Region and their proposed next steps. The report indicated that, as of February 11, a total of 10,028 tigers had been captured within local and military systems in the Southwest Region. The second-phase plan called for capturing an additional 17,000 tigers, with a target of 20,000, of which at least one-tenth were to be classified as “big tigers.”
