Commentary on the East China Military Region’s Report Requesting an Increase in the Anti-Counterrevolutionary Campaign Budget (February 13, 1952) To the Major Military Regions and the Chinese People’s Volunteers, with copies forwarded to all levels of military regions and all armies: The East China Military Region has doubled its budget for the anti-counterrevolutionary campaign, increasing it from 1,000 major counterrevolutionaries and 3,000 minor and medium-sized ones to over 2,000 major counterrevolutionaries and over 6,000 minor and medium-sized ones. All major military regions are requested to increase their own budgets for this campaign in proportion to their respective strengths and financial resources relative to those of the East China Military Region, making adjustments as deemed appropriate.
