Comrade Gao Gang, with copy to all comrades: Telegram of February 6 [2] received.  (1) The plan for a public trial in Shenyang is excellent. Please forward to the Central Committee in advance a concise summary of the names, charges, and sentencing outcomes—ranging from capital punishment to acquittal—of all defendants involved. A follow-up decision will be made before the trial proceeds. The trial should be presided over by the Northeast Branch of the Supreme People’s Court and concluded after a single hearing, without right of appeal. The Northeast Branch of the Supreme Procuratorate shall act as the prosecuting authority; in contrast, the public trial held in Beijing on February 1, where multiple government organs served as prosecutors, has been criticized by some as inappropriate.  (2) All major administrative regions are urged to take note of the points mentioned above.  (3) According to the Northeast plan, 4,000 “big tigers” and 25,000 “medium- and small-sized tigers” are to be targeted, placing the Northeast first among the six major regions nationwide. While other regions may not be able to fully emulate the Northeast, they should nonetheless, in accordance with their own specific conditions, gradually increase their budgets and resolutely combat right-leaning tendencies among cadres.  (4) At the level of major administrative regions, provinces, municipalities, districts, and sub-districts, military organs should come under the leadership of the respective Central Bureaus, provincial/municipal/district party committees, and local party committees, so as to centrally formulate and revise tiger-hunting budgets, uniformly command tiger-hunting operations, and conduct research on relevant tactics. At the same time, these military organs retain their own independent command structures, creating a system of division of labor and unified coordination that will greatly facilitate cooperation in the tiger-hunting campaign.  (5) Certain units—for example, several divisions of the Tenth Army in North China—have resorted to coercive interrogation methods in their tiger-hunting efforts, resulting in the capture of “false tigers” and the wrongful conviction of innocent people (which has already been corrected £·1).
