Central Instructions on Spring Ploughing (February 9, 1952) To all Central Bureaus, with copy to Sub-bureaus, Party Committees of Provinces, Municipalities, and Autonomous Regions, and Prefectural Party Committees:  (1) As the spring ploughing season is imminent, all provincial, prefectural, and county-level Party organizations, in addition to making comprehensive arrangements for the work, should designate specific personnel to be continuously responsible for directing it, so as to secure a bumper harvest this year; no negligence is permitted.  (2) Neither at the district nor at the township level shall the Three-Anti Campaign be conducted before or during the spring ploughing period. All available resources must be devoted to the spring ploughing effort (in some newly liberated areas, land reform work also remains to be completed). The Three-Anti Campaign at these two levels should be postponed until after the completion of spring ploughing and carried out under the unified planning and unified orders of the respective Central Bureaus, Sub-bureaus, Provincial Committees, and Regional Party Committees. Where the Three-Anti Campaign has already been launched at the district and township levels, it should be halted everywhere except in a few selected locations designated by Party committees at or above the county level for pilot experiments, in order to prevent disorderly conditions.
