Notes [1] Refers to the CCP Central Financial and Economic Commission Party Group’s telegram of February 4, 1952, addressed to the Central-South Bureau and also transmitted to the CPC Central Committee, endorsing the financial and economic work report submitted by the Central-South Bureau Party Group. The telegram set forth three points: (1) The three central links in future financial and economic work are planning (gaining a thorough understanding of the situation and formulating policies), capital construction (guiding principles, design, and execution), and enterprise management. During the Three-Anti Campaign and the movement to democratize enterprises, it is essential to completely eradicate bourgeois encroachment and influence in these three areas. In all financial and economic activities, a clear line must be drawn between the proletarian and the bourgeois standpoints. (2) In capital construction, we must oppose the tendency to approach modern industrial, mining, and transportation projects from the standpoint of small-scale peasant economy and handicraft production. We should proceed in accordance with scientific principles and make early preparations if we are to achieve rapid progress. Investment in local industry is substantial; therefore, planning must be greatly improved and spontaneity overcome. Plans for local industry must be submitted to the Central Financial and Economic Commission for review and approval from a national perspective. (3) Whether statistical work below the county level should continue to be carried out with a focus on key areas merits further study. Personnel engaged in planning and statistics should be carefully selected and systematically trained. Vigilance is required to prevent bourgeois elements from infiltrating the planning and statistical organs.
