Comments on the Ministry of Labor’s Report Concerning the Bourgeoisie’s Offensive Against Labor Administrative Organs (February 6, 1952) Liu, Zhou, Chen, Bo, and Fuchun [1] have reviewed this; return it to Li Lisan [2] for handling. An instruction should be issued to labor administrative organs at all levels to expose and deal with all kinds of erroneous and illegal acts in accordance with the proposed measures [3]. These recommendations were: (1) During the Three-Anti Campaign, a thorough examination must be conducted within the labor administrative organs to identify elements that have been corrupted by the bourgeoisie or maintain close ties with capitalists. Those who

have accepted bribes from capitalists, sided with them in labor–management disputes, and betrayed the interests of workers should be punished more severely than ordinary embezzlers. (2) Local labor administrative organs, during this Three-Anti Campaign, should select the aforementioned typical cases, convene meetings of various sizes to carry out stern criticism and struggle against them, and call upon all staff members to confess and report such conduct, thereby conducting a profound class-education campaign. (3) During or after the conclusion of the campaign, an organizational purge should be conducted to expel or transfer from the labor administrative organs those individuals who have been deeply corrupted by the bourgeoisie or maintain close ties with it. (4) Following the completion of the “tiger-hunting” phase, both the central and local labor administrative organs must undertake a comprehensive review of their work, criticize the infiltration of bourgeois ideology into policy formulation, business guidelines, and working methods, and, on this basis, draw up new working guidelines and the 1952 work plan.
