Central Telegram Regarding the Dispatch of Peng Zhen and Luo Ruiqing [1] to East China and Central-South China to Assist in the Three-Anti and Five-Anti Campaigns (February 5, 1952)  To the East China Bureau, the Central-South Bureau, and the South China Sub-Bureau:  The Central Committee has decided to send Comrade Peng Zhen to East China to assist in the Three-Anti and Five-Anti campaigns, with the primary focus on helping the Shanghai Municipal Party Committee carry out the Five-Anti struggle. Comrade Luo Ruiqing will be sent to Central-South China to provide similar assistance, with the main emphasis placed on Guangzhou. Notes [1] Peng Zhen was at that time an alternate member of the Secretariat of the CPC Central Committee, deputy director of the Political and Legal Committee of the State Council, and deputy director of the Central People’s Government Commission for Economy and Inspection. Luo Ruiqing was then Minister of Public Security of the Central People’s Government and a member of the Commission for Economy and Inspection.
