(3) The Three-Anti Movement is also one of the best methods for understanding and educating cadres. The leading organs of Party committees, governments, mass organizations, and military units at all levels should, in the course of the Three-Anti struggle, conduct a profound examination and assessment of the cadres under their jurisdiction. It is imperative to resolutely and without hesitation expel from the Party a group of corrupt and degenerate elements who have abandoned the proletarian stance, and to dismiss from leadership positions a group of serious bureaucrats, as well as those who are arrogant due to past achievements, unwilling to make progress, passive and sluggish, and utterly incompetent (some of whom should also be expelled from the Party). There should be no sense of regret in expelling such individuals from the Party or removing them from their posts—this is entirely without regret. If there is no determination to expel and dismiss them, that would be a mistake. The liberalist thinking that has existed within our Party in the past regarding such bad elements must be resolutely overcome. At the same time, it is necessary to boldly and resolutely promote a group of outstanding individuals with both virtue and talent to leadership positions in various fields of work. This is a serious task in the organizational construction of the Party, and Party committees at all levels are expected to pay close attention to it.

[3] This refers to the notice issued on January 16, 1952, by the Organization Department of the Central-South Bureau of the Central Committee of the Communist Party of China to the sub-bureaus, provincial and municipal Party committees, railway Party committees, and directly affiliated Party committee organization departments, with a copy to the Central Organization Department, regarding the change of the Party consolidation report to a Three-Anti report. The notice stated that since the launch of the Three-Anti Movement across the region, it had become difficult to carry out Party consolidation studies at the prefectural level and above as originally planned. In rural areas and industrial and mining enterprises, due to the heavy workload of land reform and democratic reform, large-scale training of Party members was also not feasible. Therefore, it was decided that the monthly Party consolidation report due by the 25th would be changed to a Three-Anti report during the Three-Anti Movement. The notice also required organization departments at all levels to pay special attention to collecting specific materials on the performance of each Party member and cadre during the Three-Anti Movement, and to identify non-Party activists with relatively high political awareness, relatively clean personal histories, and relatively correct ideological consciousness, in preparation for Party consolidation and Party building.
