[1] Refers to the urgent directive issued by the CPC Xikang Military District Committee on January 6, 1952, concerning the launch of the Three-Antis campaign. The directive required:
(1) Organs at the regiment level and above must mobilize the masses within 5 days, conduct democratic inspection (i.e., personal confession, mass reporting, and organizational inspection) over 7 days, and complete the concluding work in 5 days; for companies, mobilize the masses in 3 days, conduct democratic inspection in 5 days, and complete the concluding work in 3 days. (2) Change peacetime working methods; act on a grand scale, with thunderous speed and resolute action, concentrate forces on the Three-Antis struggle, and temporarily suspend all reorganization work. (3) Each army, sub-district, army direct-affiliated units, and training regiment, etc., shall report to the military district once every 3 days. (4) The Three-Antis movement is the current overriding task; organizations at all levels must boldly mobilize the masses, rely on the masses, and absolutely must not permit any dilly-dallying or perfunctory handling. Significant results must be achieved within January to thoroughly resolve the problem.
