Annotation on the Report on the Three-Antis Campaign

To all central bureaus, and forward to sub-bureaus and provincial, municipal, and district Party committees:

The report from the Jiangxi Provincial Party Committee is excellent. It addresses the issues earnestly and effectively, and is vastly different from the vague and feeble reports produced by some local Party committees. It should be published in Party journals.

This refers to the report on combating corruption, waste, and bureaucracy forwarded by the Central-South Bureau of the CPC Central Committee on December 31, 1951, from the Jiangxi Provincial Party Committee. The report analyzes the severity of corruption and waste across the province and the causes behind them, and proposes measures to launch the Three-Antis struggle with great fanfare and resolute action. These measures include:
(1) Provincial-level organs are to convene representative conferences to further deepen mobilization and launch a mass inspection campaign. On this basis, public trials will be organized, and several prominent embezzlers will be executed to break new ground. The province has designated the provincial and prefectural levels, along with six key cities, to take the lead in launching the Three-Antis struggle, making it the main content of the year-end rectification and evaluation and an important step in Party consolidation. County-level organs will first initiate the Three-Antis struggle in financial and economic enterprise departments.
(2) Seize the critical key to launching the campaign by breaking through the thinking of key cadres, ensuring that leading officials take responsibility, personally involve themselves, closely rely on the masses, and launch a large-scale mass movement.
(3) The supervisory committee, discipline inspection commission, procuratorate, and court are to jointly establish an economy inspection committee, organize working bodies, and specifically handle major cases and accept accusations and reports from the masses.
(4) All small household funds in various localities must be resolutely inventoried and reported.
(5) Party committees at and above the county level must regularly report to higher authorities on the progress of the Three-Antis campaign.
