[1] Refers to the urgent directive issued by the North China Bureau of the CPC Central Committee on January 26, 1952, requiring all provincial, municipal, and prefectural Party committees to draw up plans for "beating tigers" and stipulating that the conclusion of the "Three-Antis" campaign must be approved. The directive pointed out that in many places, very few corrupt elements had been exposed, the "Three-Antis" campaign was about to wind down, and there was a danger of the movement slipping by lightly. It decided: (1) All provincial Party committees, prefectural Party committees, and provincial-level municipal Party committees must, on the basis of the mass "Three-Antis" movement, resolutely and swiftly shift to the battle of beating big tigers, accurately assess the situation, analyze leads, draw up concrete plans for beating tigers, set mandatory targets and expected targets, and consider adding additional numbers as the situation develops. Furthermore, this shall serve as the main criterion for evaluating whether efforts in the "Three-Antis" struggle are sufficient. (2) Prefectural Party committees and provincial-level municipal Party committees must obtain approval from the provincial Party committee before concluding the "Three-Antis" struggle; county-level conclusions must be approved by the prefectural Party committee. If serious problems are uncovered after conclusion, both the approving organ and the organ that originally requested conclusion shall be subject to criticism or disciplinary action. (3) All provincial Party committees shall promptly report to the North China Bureau the results of beating tigers since the start of the "Three-Antis" campaign and the new tiger-beating plans formulated.
