Comment on the Military Commission Civil Aviation Bureau's Three-Anti Struggle (January 22, 1952)

The self-criticism [1] is very good. As long as all corruption and waste incidents in the civil aviation organization are fully exposed and appropriately handled, and rectified, and a new system is established, then the task of this Three-Anti struggle will be considered complete. As for personal life, it should be restrained, and the system should be followed, and that will be good.

This document is copied and sent to Comrades Zhou, Zhu, Chen, Bo, Li, An Ziwen, Liu Jingfan, Yang Shangkun, Xiao Hua, Zhong Chibing, and Tang Kai [2].

[1] Refers to the self-criticism report written to Mao Zedong on January 21, 1952, by Zhong Chibing, Director of the Civil Aviation Bureau of the People's Revolutionary Military Commission. The report mainly examined his serious bureaucratism in handling the serious corruption case of the former Finance Section Chief of the Civil Aviation Bureau, as well as his own extravagance and waste in life and violations of financial and economic discipline.

An Ziwen was then Deputy Secretary of the Central Discipline Inspection Commission of the Communist Party of China, Deputy Minister of the Organization Department of the Central Committee, and Second Secretary of the General Party Committee of the Central-Level Organs. Liu Jingfan was then Deputy Director of the People's Supervision Committee of the Government Administration Council and Secretary-General of the Central People's Government Thrift Inspection Committee. Yang Shangkun was then Director of the General Office of the Central Committee of the Communist Party of China and Third Secretary of the General Party Committee of the Central-Level Organs. Xiao Hua was then Deputy Director of the General Political Department of the People's Revolutionary Military Commission and Fourth Secretary of the General Party Committee of the Central-Level Organs. Tang Kai was then Deputy Director of the Civil Aviation Bureau of the People's Revolutionary Military Commission and Director of the Finance Committee.
