Words Added to the Directive on the Three-Anti Struggle Being Led by Local Party Committees

(2) All purchasing offices and agencies established in major cities by the various greater administrative areas, provincial, municipal, and regional governments, as well as by military regions and army units, shall all carry out the Three-Anti Struggle and Party rectification under the leadership of the Party committee of the city in which they are located. Those who obstruct the Three-Anti movement or refuse to obey the leadership shall be dealt with in accordance with Article 1 above.

Refers to Article 1 of the Central Committee of the Communist Party of China’s directive of January 20, 1952, concerning the Three-Anti Struggle in units under central departments located in various localities being led by local Party committees. This article, revised by Mao Zedong, stipulated:
“All enterprises, companies, schools, offices, purchasing agencies, research institutes, and similar entities in various localities under the various departments of the Central People’s Government and the various departments of the Central Military Commission must vigorously and resolutely carry out the Three-Anti Struggle and Party rectification, and shall be led by the Party committee of the locality in which they are situated. Where leading cadres of any unit obstruct the Three-Anti movement or refuse to obey the leadership of the local Party committee, the local Party committee shall be responsible for handling the matter and shall report to the Central Committee.”
