Additions to the Draft Directive from the Central Committee Stipulating That the Three-Anti Campaign in Out-of-Province Institutions Affiliated with Ministries and Above Shall Be Led by Local Party Committees (January 20, 1952) (2) All offices and procurement agencies established in major cities by the major administrative regions, provincial, municipal, and district people’s governments, as well as by military regions and the armed forces, shall conduct the Three-Anti Campaign and party rectification under the leadership of the city-level party committees. Any obstruction of the Three-Anti Campaign or failure to comply with the leadership shall be dealt with in accordance with Article 1 [1].

This article, as revised by Mao Zedong, reads: “All enterprises, companies, schools, offices, procurement agencies, and research institutes belonging to the various departments of the Central People’s Government and the Central Military Commission located in different localities must vigorously carry out the Three-Anti Campaign and party rectification under the leadership of the local party committees. If any leading cadres of these units obstruct the Three-Anti Movement or refuse to obey the leadership of the local party committees, the local party committees shall be responsible for handling such cases and reporting to the Central Committee.”
