Your telegram of 23:00 on January 14[3] and the two briefs[4] have all been noted. Your policy is very good. It is hoped that you will take the initiative and actively counterattack the enemy.

[3] Refers to Li Kenong's telegram to Mao Zedong, Kim Il Sung, and Peng Dehuai concerning our side's stance at the subgroup meetings on the third and fourth agenda items of the Korean Armistice Negotiations on January 15, 1952. The telegram stated that at the third subgroup meeting, our side would continue to adhere to the established policy, concentrating on striking at the opponent's provocative acts, but would not avoid discussing the issue of airfield construction. At the fourth subgroup meeting, our side planned to once again enumerate the absurdities in the opponent's proposals point by point, maintain a reasoning attitude under all circumstances, and give the opponent no pretext for making reckless accusations.
