In it, Nie suggested that during the second phase of army-wide reorganization, the former Jizhong Muslim Detachment—formerly attached to the 68th Army and dispatched to Korea in August 1950—should be detached from the 68th Army and, following the model used for Muslim armed forces in Shandong, be formed into a local ethnic unit. [3] Liu Geping was at the time Deputy Director of the Central People’s Government Commission for Ethnic Affairs.
Li Weihan was at the time Minister of the United Front Work Department of the CPC Central Committee and Director of the Central People’s Government Commission for Ethnic Affairs.
