(1) Your telegram of 23:00 on January 13 [1] and the two group briefs [2] have all been noted. Agree with the opinions raised in the telegram. Adhere to the established policy without the slightest wavering or hesitation. (2) According to a Xinhua News Agency report on the 13th, a group of sixteen enemy aircraft intruded into the airspace over Shenyang, Benxi, Fushun, and Qingyuan and Xinbin in Liaodong for reconnaissance at 12:27 on the 13th. On the same day at 12:07, four batches of enemy aircraft separately intruded into the airspace over Huanren, Ji’an, Tonghua, and Kuandian in Liaodong Province for reconnaissance; among them, one batch consisted of four aircraft, and the remaining three batches each consisted of sixteen aircraft. The purpose of such actions by the enemy aircraft is to force us to submit. Therefore, you must be all the more resolute and not show the slightest weakness.

[1] Refers to Li Kenong’s telegram of 23:00 on January 13, 1952, to Mao Zedong, Kim Il Sung, and Peng Dehuai, regarding the situation in the meetings of the Subgroup on the Third Agenda Item and the Subgroup on the Fourth Agenda Item of the Korean Armistice Negotiations on January 13, and the attitude our side intends to adopt on the 14th. The telegram stated: On the 14th, regarding the two subgroups on the third and fourth items, we intend to continue dealing with them according to the established policy.
