Comments on the Report Concerning the Three-Anti Campaign in the Jining Military Sub-District (January 14, 1952) To the Major Military Regions, the Chinese People’s Volunteers, and thence to all military regions at various levels and to all armies: We would welcome inspection reports such as that from the Jining Sub-District[1] at every level of the military regions and in every army, rather than those reports which give the impression that everything is calm and uneventful.
The Jining Sub-District has so far mentioned only waste and moral degeneration in everyday life; it has not yet reported any cases of embezzlement.
It is certain that a military sub-district of this size must harbor a large number of embezzlers.
All localities are urged to exercise the strictest vigilance in this regard.
Any organs or units that have failed to genuinely expose and resolve existing problems must begin the work all over again.
Only after the Three-Anti Campaign has been thoroughly carried out may reorganization proceed; if the Three-Anti Campaign is not completed on any given day, reorganization shall be postponed until it is.

Notes [ ] In its report dated January 9, 1952, on the progress of the Three-Anti Campaign, the Jining Military Sub-District of the Chinese People’s Liberation Army stated that the sub-district had convened a meeting of officers at the platoon level and above.
At the meeting, the commander delivered an inspection and educational address on behalf of the sub-district and in his own name, thereby initiating a campaign of exposure and criticism among the participants.
The meeting focused on exposing and criticizing the sub-district leadership’s abuse of official authority to make unauthorized expenditures, resulting in extravagance and waste, as well as the serious problem of bureaucratic practices.
