Forward Comrade Rao Shushi’s¹ Report on the Situation of the Three-Anti Struggle in Various Parts of East China

(January 13, 1952)

To all central bureaus, and forward to sub-bureaus and provincial, municipal, and district Party committees; to all greater military regions and the Chinese People’s Volunteers:

(1) Comrade Rao Shushi’s report of January 10² is very good. All the opinions put forward therein are correct and may be adopted by all localities.

(2) Institutional production has been utterly discredited in the course of the Three-Anti Struggle. Many institutions have requested to hand it over immediately, but it remains difficult for the government to take it over at once. In the coming few months, the original institutions should still be held responsible for its management, and no personnel or property shall be diverted in any way, pending disposition by the government. This is the policy of “managing without moving, awaiting orders.”

(3) The methods adopted in East China for waging the struggle against the bourgeoisie are very good. Beijing and Tianjin have done likewise. All large, medium, and small cities are requested to follow suit. With regard to all law-breaking capitalists, without exception, their pigtails must be seized, and, according to the severity of their cases, they must be subjected to different degrees of punishment or criticism. The assets of a small number who are guilty of the most heinous crimes shall be confiscated. This is the first large-scale punishment by the People’s Government of law-breaking acts by the bourgeoisie since the nationwide victory, and it is absolutely necessary. Please organize this struggle meticulously in accordance with the specific local conditions. In the course of the struggle, pay attention to organizing a united front for the Three-Anti campaign and give due consideration to democratic personages.

(4) Combine comprehensive unfolding with focused examination. Regarding embezzlers, focus on financial and economic organs and departments such as general affairs, procurement, and institutional production, and carry out earnest examination. (5) Combine model confessions at large meetings with in-depth self-criticisms at small meetings. (6) Coordinate and mutually propel confessions and exposures within Party and government organs with the confessions and denunciations of related businessmen outside.
