The Air Force Party Committee's five-day Three-Anti report [1] from January 4 to January 8 is hereby forwarded to you for reference. The Air Force Party Committee's guiding principles and methods are correct. So long as they are carried out in this way, no matter what kind of embezzlement elements there are, they can all be uncovered, and waste and bureaucracy will be swept away completely. For a large unit such as the departments directly under the Air Force, apart from complex cases, problems can be resolved in approximately two weeks or so. This is a concrete and vivid report, which can serve as reference for all units, and it is requested that it be published in Party periodicals. The Air Force Party Committee's method of reporting on the situation daily during the intense period of the Three-Anti campaign is also very good.

These reports mention that the Air Force Party Committee, from the Standing Committee of the Party Committee down to the heads of various departments and division chiefs, implemented at every level the practice of chief leading cadres assuming responsibility, personally taking action, and taking the lead in self-criticism, thereby mobilizing the masses, enabling them to overcome their misgivings and dare to expose and criticize embezzlement, waste, and bureaucracy. Now the movement has shifted from the stage of chiefs taking the lead to broadly calling upon those guilty of embezzlement, waste, and bureaucracy to voluntarily confess, while at the same time organizing investigation teams to go among merchants to investigate materials, and setting up suggestion boxes to allow the masses to lodge accusations. All Party branches have convened confession meetings; for those who have already confessed, special teams have been organized to continue investigating and collecting materials; for those who have not yet confessed, ideological mobilization continues, individual talks are conducted, and misgivings are overcome. At the same time, those who have already confessed are called upon to expose and denounce others, to perform meritorious deeds to atone for their crimes. In accordance with the development of the movement, further measures have been adopted to combine large meetings with small meetings, consciously shifting from universal accusation to focused confession and exposure, and clearly delineating the boundary between voluntary self-confession and exposure and denunciation by the masses. In order to deepen the Three-Anti movement one step further, and in accordance with the need to strengthen leadership and strengthen ties with the masses, the composition of the Three-Anti leading organs has been readjusted, some cadres who obstructed the development of the movement have been replaced, capable cadres have been assigned, and activists from among the masses have been drawn into the leadership; for units where the movement is progressing relatively poorly, the Party Committee has dispatched responsible comrades to go deep into those units to provide assistance.
