This is Mao Zedong's comment on the report by the CPC Jinan Municipal Committee concerning the deployment of the Three-Anti Campaign.
The main features of this report are:
First, its content is comprehensive and substantial. It not only succinctly lists the phenomena of corruption, waste, and bureaucracy exposed in various trades and professions, explaining the targeted nature of launching the "Three-Anti" Campaign, but also clearly sets forth the deployment requirements for carrying out the campaign in all aspects, from government organs to enterprises to garrison troops.
Second, it proposes that the focus of the campaign is to root out embezzlement elements, especially major embezzlers, grasping the crux of the campaign.
Third, it demonstrates great resolve and correct methods in carrying out the campaign, demanding that leading personnel at all levels personally take charge, boldly mobilize the masses, and strive to achieve the objective, never withdrawing troops until complete victory is won.
