Zhang Jinfu was then serving as Director of the Zhejiang Provincial Finance and Economy Committee and Director of the Production Increase and Economy Committee.

This refers to the report forwarded by the East China Bureau of the CPC Central Committee and the Zhejiang Provincial Party Committee, which Zhang Jinfu submitted to the Provincial Party Committee on December 26, 1951, regarding the progress of the Three-Antis Movement in the provincial organs. The report stated that in the early stage, the movement focused mainly on opposing waste. The heads of most units set examples themselves, and key cadres at all levels took the lead at every tier, conducting self-criticism and mutual criticism. This moved many people, greatly stimulated the initiative of the masses, and enabled the leadership to gain the initiative, thereby creating favorable conditions for further developing the struggle against corruption. The report also put forward opinions on vigorously advancing the anti-corruption struggle in the next stage and on handling cases of corruption and waste by differentiating according to different circumstances.
