Comment on the Regulations for the Reporting System
(January 5, 1952)

To the major military regions, the Chinese People's Volunteers, and for notification to all central bureaus:

The directive issued by the East China Military Region Party Committee on January 3 to its subordinate units[1] is very good. Please consider and handle matters accordingly. It must be grasped very firmly in order to produce actual results.

Mao Zedong

[1] Refers to the regulations on the reporting system in the Three-Antis Campaign issued by the East China Military Region Committee of the Chinese Communist Party on January 3, 1952. The regulations required Party committees at the regiment level and above to submit two brief reports in January, and a summary report at the end of the month; and to submit one report each at the end of February, March, and April on the continued implementation of strict economy and the fight against corruption, waste, and bureaucracy.
