Comrades Bo Yibo and Peng Zhen\[2\], for your perusal. Please study the issue of how to handle cases of corruption and waste according to their severity and magnitude, draft the Regulations for the Punishment of Waste within ten days, and revise the Regulations for the Punishment of Corruption, to be submitted to me by January 16. This is my earnest hope.

\[2\] Bo Yibo was then Director of the Economy Inspection Committee of the Central People’s Government. Peng Zhen was then Deputy Director of the Economy Inspection Committee of the Central People’s Government.
