Endorsement on the Decision to Inspect the Three-Anti Work

To the General Party Committee Directly Under the Central Committee, all departments of the Central Committee and the Military Commission, all Party groups of the Central People’s Government; all central bureaus, to be forwarded to sub-bureaus and provincial, municipal, and district Party committees; all greater military regions, the Chinese People’s Volunteers, to be forwarded to military regions at all levels:

The method adopted by the East China Military Region of organizing inspection teams to conduct mutual inspections [1] is excellent. It is hoped that all Party, government, military, and civilian systems will follow this example and act accordingly, so as to rapidly advance the development and completion of the Three-Anti struggle.

In the directive issued by the Party Committee of the East China Military Region of the Chinese Communist Party on January 3, 1952, the method for organizing inspection teams to inspect the Three-Anti work is as follows: All major units must promptly form inspection teams and, according to the designated division of responsibilities, conduct mutual inspections during the month of January, with a focus on the organs and units stationed in Nanjing and Shanghai. The main content of the inspections shall be the degree of importance each unit attaches to the Three-Anti struggle and the state of implementation of the directives of the Central Committee and the Military Region Party Committee. The method of inspection shall primarily involve listening to reports by the leaders of the units being inspected, reviewing the meeting records and documents related to the discussion and arrangement of the Three-Anti work, and visiting responsible persons of subordinate units, ordinary cadres, soldiers, and service personnel to understand reactions and solicit opinions. Each inspection team shall select two or three major and prominent cases of embezzlement and waste for thorough investigation.
