This plan [2] is very well conceived. Following the experience of the Railway Corps, it is entirely possible to organize engineering corps and agricultural reclamation corps, and it is economically very cost-effective and highly profitable. The state will immediately gain an additional 400,000 industrial workers and agricultural workers using machinery. Preparations should be made at once, and Soviet assistance should be requested. The Central Financial and Economic Commission should order engineering and agricultural machinery, and establish engineering schools and agricultural technical schools.
