**Comments on Nie Rongzhen’s[I] Report Concerning the Reorganization of the Shandong Hui Nationality Detachment**

(1) Agree to retain the original designation as a local unit; (2) Regarding the past process of disbanding Hui nationality units in North China, Nie is requested to investigate and report;

Refers to drafting the Central Committee of the Communist Party of China’s reply telegram to the East China Bureau’s January 2, 1952 telegram to the Shandong Sub-Bureau requesting instructions from the Central Committee on the issue of the power to arrest and adjudicate major embezzlers. The East China Bureau’s telegram stated: Agree to delegate the power to approve the arrest of ordinary major embezzlers to prefectural committees and various directly subordinate municipal committees; for individuals with provincial or national influence who need to be arrested for embezzlement, approval should be sought from the provincial committee or regional party committee, and for important cases, approval should be sought from the East China Bureau or the Central Committee; the sentencing of embezzlers to imprisonment or the death penalty should go through judicial organs and be handled according to the regulations on punishing embezzlement.


Based on Mao Zedong’s comment of January 4, 1952, Bo Yibo drafted the Central Committee’s reply telegram, which was reviewed and revised by Mao Zedong and issued on January 6. This sentence by Mao Zedong was added after the following passage in the reply telegram: “But in the month of January, only should, with great fanfare and with the force of thunder and speed of lightning, mobilize the masses to report and expose embezzlement cases and conduct interrogations, and there is no need to rush into executions.”
