Critique on the Report on Launching the Three-Anti Campaign

To the major military regions, with notice to all central bureaus:

The report[1] from the 20th Corps of the Volunteer Army, dated December 27, is very good. It is hoped that it will be immediately forwarded to all armies and divisions and published in Party journals. The Volunteer Army already has two armies (the 26th Army and the 42nd Army) and one corps responding to the Central Committee’s call to launch the Three-Anti struggle and have made economy plans. Domestically, except for the 66th Army, no reports have yet been received. What is the reason? Investigate and report immediately.

[1] Refers to the report of the Party Committee of the 20th Corps of the Chinese People’s Volunteer Army, dated December 27, 1951, on the Three-Anti Campaign, submitted to the Party Committee of the Volunteer Army, the General Political Department of the Military Commission, and concurrently to the North China Bureau and the Party Committee of the North China Military Region. The report stated that, due to the wartime environment, the requisition and procurement of materials were relatively large, and management was not strict, allowing corrupt elements to seize the opportunity to fish in troubled waters. However, waste and material losses were far more severe and more widespread than corruption. For this reason, it was decided that the entire corps, from top to bottom, from within the Party to outside the Party, from cadres to soldiers, would conduct a universal, exception-free, large-scale inspection, with different emphases determined according to the varying circumstances of organs and units. Then, based on the inspection results, specific plans for the Three-Anti Campaign and economy pledges would be formulated, systems would be strengthened, and education would be carried out repeatedly and deeply to ensure practical implementation.
