Comment on the Report on the Three-Anti Campaign

The report of the North Sichuan District Party Committee dated December 21 [1] is concise and forceful, speaks to the point, and is to be distributed to all localities for reference and published in Party journals.

[1] Refers to the report on the struggle against corruption, waste, and bureaucracy submitted by the North Sichuan District Committee of the Communist Party of China to the Southwest Bureau and copied to the Central Committee on December 21, 1951. The report reviewed the situation of the anti-corruption struggle that had begun shortly after liberation and summarized several lessons from the past failure to launch this struggle on a grand scale as a serious task: (1) There was no unified arrangement and no in-depth mobilization among all government functionaries and even the masses, failing to create a political atmosphere in which people bitterly detested corrupt elements. (2) It was not linked to the fight against extravagance and waste, bureaucracy, and liberalism. (3) The revolutionary qualities and style of honesty and integrity in performing official duties and hard work and plain living were insufficiently promoted, and too few commendations were given to cadres who were utterly devoted and loyal. (4) The Party committee's discipline inspection commissions and the government's supervisory committees, procuratorial offices, and courts were not strengthened, and these departments did not make the fight against corruption, waste, and bureaucracy their central task.
