Notes  [1] Deng Zihui was then the Third Secretary of the Central Committee of the Communist Party of China for the Central-South Region.  [2] Xiaoping refers to Deng Xiaoping, who at that time held the post of First Secretary of the Southwest Bureau of the CPC Central Committee.
Helong was the Third Secretary of the same bureau.  [3] In his telegram of September 25, 1951, Deng Zihui wrote: “I only returned to Wuhan last night.
As I need to familiarize myself with certain work matters and also because my mother passed away the day before yesterday and I must oversee the funeral arrangements, I plan to go to Beijing after the National Day holiday.
May I seek your instructions?”
