One copy of the "Recent Situation Report of the 23rd Corps[2]" is hereby delivered for your perusal. Kindly return it after reading.

The 23rd Corps has made such great and rapid progress—this is cause for celebration! I hereby extend my
respects.

[1] Fu Zuoyi, courtesy name Yisheng, was then a member of the Central People's Government, Minister of Water Resources, and a member of the People's Revolutionary Military Council.
[2] Refers to the report of January 12, 1951, from the Political Department of the 23rd Corps of the Chinese People's Liberation Army to the North China Military Region, with copies to the Suiyuan Military Region and the Provincial Party Committee, concerning troop discipline and military-civilian relations. The 23rd Corps was reorganized from the former Kuomintang uprising troops originally under Fu Zuoyi, led by Dong Qiwu. The report states that the unit set out from Suiyuan on December 22, 1950, and arrived in full at the Longhua Town area in Jing County, Hebei Province, by January 4, 1951. It showed marked improvement in observing mass discipline and in military-civilian relations, with the local government and populace relatively satisfied, and the troops also receiving education.
