To the Central-South Bureau, with copies to the East China Bureau, Southwest Bureau, Northwest Bureau, and North China Bureau, and request forwarding to all provincial, municipal, and regional Party committees:

(1) The Central Committee approves the report of the Central-South Bureau dated December 10, 1951, concerning the analysis of the progress of land reform work in the Central-South region and the guidelines for land reform work in 1952, and deems this report to be entirely correct.
The Central Committee holds that at the present juncture, when land reform in all new areas across the country has been approximately half completed, yet the remaining half still requires concentrated and vigorous efforts to be finished (with the issue of reexamination still pending in areas where distribution has been completed), and when there is a danger that rushing for speed alone may result in formalism and failure to genuinely resolve problems, the analysis put forward by the comrades of the Central-South Bureau is timely and absolutely necessary.
All central bureaus and provincial and regional Party committees are requested not to relax their leadership over the land reform work of 1952 on account of the Central Committee’s policy of timely shifting the main leadership focus at and above the provincial level toward urban and industrial work in accordance with the progress of land reform. To do so would be to commit an error.
The Central Committee points out: Regarding the specific resolution of the distribution of attention and the shift of leadership focus between rural and urban areas, and between land reform and industry, all central bureaus, provincial Party committees, and regional Party committees are requested to handle this with precision, ensuring that the distribution is not inappropriate and the shift is not untimely.

(2) Distribute this report of the Central-South Bureau to all central bureaus and provincial, municipal, and regional Party committees, to be followed accordingly, and request its publication in internal Party journals.
