Central Committee's Endorsement and Comments on Luo Ruiqing's Report on Launching the Three-Anti Struggle in the Public Security System

(December 9, 1951)

To all departments of the Central Committee and the Military Commission, all leading Party members' groups of the Central People's Government; all central bureaus, and please forward immediately to sub-bureaus and provincial, municipal, and district Party committees; all greater military regions, and forward to Party committees at all levels of military regions; the Party Committee of the Chinese People's Volunteers:

(1) The Central Committee approves Comrade Luo Ruiqing's report of December 8, 1951, on launching the struggle against corruption, waste, and bureaucracy within the Ministry of Public Security of the Central Government and the entire public security system, and deems this report to be correct.

(2) Party committees at all levels are requested to strictly guide public security organs at all levels in launching this struggle on a grand scale, with vigor and dispatch, and in an open manner.

(3) This report shall be distributed down to the county and regiment levels and published in internal Party publications.

(4) The Central Committee has decided: Party organizations in all departments of the Party Central Committee, all departments of the Military Commission, and all departments of the Central People's Government shall, without exception, convene a Party congress at least once a year to review the Party's work, promote achievements, correct mistakes, support healthy trends, defeat unhealthy tendencies, and elect Party committees. In the current period, with regard to correcting mistakes and combating unhealthy tendencies, emphasis should be placed on launching the struggle against corruption, waste, and bureaucracy.

It has been nearly three years since we occupied the cities, yet most departments have not yet convened their first Party congress. They should now complete this within a short period. Subsequently, the three major units—the Party, government, and military—shall separately convene Party congresses. Such congresses are also stipulated to be held at least once a year under the leadership of the General Party Committee directly under the Central Committee (the Party congress directly under the Party Central Committee).
