Forwarded Comment on the Telegram from the East China Military Region Party Committee to the Armored Forces Party Committee on Conducting Reorganization in Conjunction with the Three-Anti Campaign

Comrade Tan Zheng, All Major Military Regions:
The telegram sent by the East China Military Region Party Committee on December 29 criticizing the East China Armored Forces Party Committee [1] is very good. Without such criticism, a thorough Three-Anti Campaign cannot be accomplished.

Looking at the situation across the entire army, the most backward is the Central-South Military Region, which to this day has not issued a single call-to-action document to fully launch the Three-Anti Campaign. Instead, it has been preoccupied with reorganization, deeply fearing that launching this campaign might hinder reorganization. In reality, as stipulated by the East China Military Region Party Committee, January should focus primarily on the Three-Anti Campaign, integrated with reorganization; while February and March should focus primarily on reorganization (referring to the military region and units undergoing reorganization), integrated with the Three-Anti Campaign. The two not only do not hinder each other but, conversely, only by doing so can reorganization be carried out well.

It is imperative that the Central-South Military Region and all major military regions adopt consistent steps and ensure that "in January, the entire army enters the Three-Anti Campaign in an orderly and unified manner." Any subordinate unit failing to implement this order must be promptly criticized, and in severe cases, must be threatened with removal from office. Exchange experiences daily, commend the good, and criticize the bad, so as to rapidly advance the movement.

The situation of corruption, waste, and bureaucracy across various departments of the Central-South Military Region is as serious as elsewhere. Why has there been no action whatsoever to date? Reply by telegram immediately.

[1] In their telegram to the East China Armored Forces Party Committee, the East China Military Region Party Committee criticized them for improperly arranging to conduct the Three-Anti Campaign in phases among soldiers and organs at the regiment level and above while prioritizing reorganization. It pointed out that a Three-Anti Campaign should be conducted without exception across all armored units throughout January. Leading organs must personally analyze the corruption and waste situation within their own units and carry out concrete anti-corruption, anti-waste, and anti-bureaucracy struggles. Doing so does not hinder assigning personnel to reorganization work, nor does it impede completing reorganization tasks by the end of March.

**Forwarded Comment on the Report on the Austerity Plan by the 42nd Army Party Committee of the Volunteer Army**

The 42nd Army’s austerity plan is very good. Please forward it to all subordinate armies and divisions for reference. Each military region and army should promptly formulate an austerity plan and report it to the Military Commission. The Volunteer Army has already taken the lead; all military regions and armies must not lag too far behind.
