Central Instructions on Submitting “Three-Anti” Reports to the Chairman of the Central Committee and the Chairman of the Military Commission by All Working Departments at the Central, Major Regional, and Provincial/City Levels (December 30, 1951) To all departments of the Central Committee and the Military Commission, to the Party Leading Groups of all organs of the Central People’s Government; to all Central Bureaus, with further transmission to their subordinate sub-bureaus and to the party committees of provinces, municipalities directly under the central government, and autonomous regions; to all major military regions, with further transmission to the Second and Third Military Regions; and to the Chinese People’s Volunteers:  (1) All working departments at the three levels—central, major regional administrative, and provincial/city—such as the Party’s Propaganda Department and Organization Department, the government’s Ministry (Department or Bureau) of Finance and Ministry (Department or Bureau) of Public Security, and the military region’s Command Headquarters and Logistics Department, together with all mass organizations, shall, with the sole exception that each mass organization need submit only a general report without separate reports from its various divisions, individually submit to the Chairman of the Central Committee and the Chairman of the Military Commission reports on the campaign against corruption, waste, and bureaucracy. In government bodies where leadership involves cooperation with non-Party members, reports are to be made in the name of the Party Leading Group. During the first four months of 1952, such reports are to be submitted monthly, so that the Central Committee may make comparisons and determine which leading comrades at each level are actively striving forward and which are passively neglecting their duties (the causes of such negligence being either bureaucratic tendencies among leaders or personal moral failings), thereby enabling appropriate rewards and punishments to be applied. Those who fail to submit reports will be regarded as having violated discipline; those who request an extension must state their reasons. The party committees at all levels shall bear responsibility for supervising the submission of these reports.

(2) The remainder shall be implemented unchanged in accordance with the telegraph message of December 4 at 20:00 [1]. Endorsement on the Supplementary Instructions of the Volunteer Army Party Committee Regarding the Launch of the Three-Anti Campaign (December 30, 1951) To all major military regions and all Central Bureaus: The Chinese People’s Volunteers have also decided to launch a province-wide Three-Anti campaign in January, and even the 26th Army, currently engaged in combat at the front lines, is capable of conducting this campaign. Some argue that reorganization precludes the simultaneous conduct of the Three-Anti campaign; this view is clearly incorrect. Issued by Mao Zedong on December 30, based on his handwritten draft.
