Central Committee Telegram on Handling the Errors of Wuhan Municipal Government Leaders in Suppressing Democracy and Attacking Public Criticism
(December 25, 1951)

Central-South Bureau, Wuhan Municipal Committee:
Your telegram of December 24 (I) received. (1) The dismissal of Yi Jiguang (2) and having Comrade Zhang Pinghua (3) conduct self-criticism on behalf of the municipal committee, declaring the appointment to have been improper, is entirely necessary. (2) Since Comrade Wu Defeng, the mayor, has engaged in or supported acts of suppressing democracy and attacking public criticism, which have had an extremely negative impact on the public, he should of course conduct self-criticism before the people’s representative conference and have it published publicly.
