Commentary by the CPC Central Committee on the Report of the Party Committee of the Joint Transportation Command Concerning the Conduct of the Three-Anti Campaign (December 24, 1951) To all Military Regions, with forwarding to their respective units; to the Chinese People’s Volunteers; and to all Central Bureaus: This report [1] from the Party Committee of the Joint Transportation Command is very good. Please consider it in your work and publish it in party publications. Some people believe that carrying out the Three-Anti Campaign requires a very long period of time, which is incorrect. Except in complex cases, half a month to at most one month should be sufficient for each organ or unit. The time limit set by the Party Committee of the Joint Transportation Command—less than one month—is entirely appropriate. If the Railway Corps was able to do this under conditions such as daily bombing and extremely intense work in Korea, why then could domestic organs and units not do the same?

Notes [1] In a telegram dated December 19, 1951, sent to the General Political Department of the Central Military Commission, the Party Committee of the Joint Transportation Command stated that after the leading body of the Railway Corps returned to Shenyang from Korea, it merged with the Northeast Railway Transportation Command to form the Joint Transportation Command. Under the leadership of the Northeast Bureau and the Northeast Military Region, a campaign against corruption, waste, and bureaucracy was launched in November, and several serious instances of corruption and waste have already been uncovered. Efforts are now being intensified through further mobilization and inspection, with a preliminary summary to be submitted to the General Political Department of the Central Military Commission by January 10 of the following year. Party committees at regimental level and above are required to report their inspection results, in writing or by telegraph, to both the Party Committee of the Joint Transportation Command and the General Political Department of the Central Military Commission no later than January 15 of the following year.
