Instructions on Forwarding the Joint Transport Party Committee's Report on the Progress of the Three Antis Struggle

To the major military regions, and through them to all subordinate units; the Volunteer Army; and for the information of all Central Bureaus:
This report from the Joint Transport Party Committee[111] is excellent. Please study it and handle matters accordingly, and publish it in internal Party journals. Some people believe that launching the Three Antis struggle requires a very long time; this is incorrect. Except for complex cases, for every organ or army unit, half a month to at most one month is sufficient. The time set by the Joint Transport Party Committee is less than a month, which is entirely correct. If the Railway Corps in Korea, under conditions of daily bombing and extremely intense work, can accomplish this, then why can't the organs and army units at home do the same?

A telegram from the Joint Transport Command Party Committee to the General Political Department of the Military Commission on December 19, 1951, stated that after the leading organs of the Railway Corps returned from Korea to Shenyang, they merged with the Northeast Railway Transport Command to form the Joint Transport Command. Under the leadership of the Northeast Bureau and the Northeast Military Region, a movement against corruption, waste, and bureaucratism was launched in November, and some serious cases of corruption and waste have already begun to be discovered. Mobilization and investigation are now being further intensified, and a preliminary summary will be reported to the General Political Department of the Military Commission before January 10 next year. Party committees at the regiment and sub-bureau levels and above shall, without exception, report the results of their investigations to the Joint Transport Party Committee and the General Political Department of the Military Commission in writing or by telegram before January 15 next year.
