Northwest Bureau: The draft rectification directive of December 18 [1] has been received and reviewed; it is considered correct and may be implemented accordingly.

[1] Refers to the directive of the Northwest Bureau of the Central Committee of the Communist Party of China, dated December 18, 1951, on launching the rectification movement against corruption, waste, and bureaucracy. The directive states that the Northwest Bureau has decided, from now on, to systematically and universally mobilize the entire Party and all staff members to wage a resolute and serious struggle against the phenomena of corruption, waste, and bureaucracy. The organs of the greater administrative area and the provincial and municipal organs should now immediately take action and concentrate their efforts to complete this movement within one month. The various prefectures and counties should also begin within this month or in January next year. All organs, enterprises, and organizations should generally begin by launching the struggle against corruption and waste, and through this, examine the bureaucratic style in leading work, and thereby discuss the necessary measures and systems to plug loopholes and improve work efficiency. Finally, on this basis, guide the masses to shift to the movement to increase production and practice economy. Organs currently undertaking Party consolidation work should combine this rectification against corruption, waste, and bureaucracy with Party consolidation, first resolving those prominent problems of corruption, waste, bureaucracy, and alienation from the masses, and then further carry out communist education, and finally registration and handling, etc.
