〔1〕In its report to Mao Zedong and the Central Committee, the leading Party members' group of the Cultural and Educational Commission of the Government Administration Council stated: An analysis of the 28 cases of corruption already uncovered shows that such cases have occurred primarily in cultural and educational enterprises, and next in administrative and service departments. The chief methods of corruption have been collusion with unscrupulous merchants, practising graft, fraudulent sales of public property, misappropriation of public funds, fabrication of receipts, and unauthorized alteration of accounts. Owing to differences in the functions of personnel, the total amount of corruption and the percentage of personnel involved in it in the cultural and educational system cannot compare with the severity of the financial and economic system. However, because the cultural and educational system also includes many enterprises, most of which have not yet been placed on an enterprise basis, and because many of the old enterprises taken over have not yet undergone democratic reform, and the leading bodies have not made any serious check-ups on or taken over the management of these enterprises, big loopholes exist in this regard. We plan to devote four months to the work of the "three-antis." In accordance with the principle of leadership by heads of organizations, with all taking a personal hand, giving full play to democracy, and combining leadership from above with that from below, we shall, in this work, mobilize the masses on a wide scale and carry it forward by a combination of education, confession, inspection, and accusation. Along with the unfolding of this movement, the movement for thought reform study will be carried out in education, literature and art, science, and so forth.
